This is to notify prospective Bidders that the City of Mountain Home’s email systems have experienced disruptions and failure over the past two (2) + weeks.  This has resulted in loss of emails to the City with no option of retrieving or viewing them. 

If you have emailed the City with questions on the Bid Invitation listed above, please resend those questions to the following email:  peggyb@horrocks.com.  This will ensure delivery of your question.  Questions can be resent until Tuesday, March 26th, 2019.

If any questions have been asked that would be material to bidding the project, this may warrant an extension of the Bidding Deadline.  Please check the City’s Bid page for further notice on this situation.

PROJECT: Downtown Mountain Home Improvement Project


To Bidders:

As per Idaho Code § 67-2805(2)(a), the City of Mountain Home (“the City”) invites submission of sealed bids for the construction of the Downtown Mountain Home Improvement Project. A Public Works Contractors License issued by the State of Idaho is required to bid on this work. Preference may be shown to Bidders of CM/GC firms as allowable by Idaho Statute.

PROJECT: In conformance with the plans and specifications of the Project, the work consists of demolition and reconstruction of infrastructure and streetscape improvements contained within the limits of the right-of-way of a downtown environment. The extents include four total block faces on a state highway.

Bids shall be prepared per the specifications detailed within the Project Packet. The Project Packet will be provided electronically online at /public-works and in person at Mountain Home City Hall, 160 South 3rd East.


Sealed bids must be received at the offices of The City of Mountain Home, City Hall, 160 S. 3rd E., Mountain Home, Idaho 83647, NO LATER THAN 2:00 p.m. MST, on Thursday, March 21, 2019 at which time bids will be publicly open.


The City will not pay for costs incurred by Bidders in response to this Invitation. The City may in its discretion cancel this process at any time prior to execution of a contract without liability. The City reserves the right to reject any or all bids, to waive any irregularities in the bids received, to dismiss non-responsive bids, and to accept the bid that is in the best interest of the City. The issuance of the Invitation to Bid and the receipt and evaluation of bids does not obligate the City to award a contract.


A five percent (5%) bidder’s security is REQUIRED in the form of a certified check, cashier’s check, or Bidder’s Bond made payable to The City of Mountain Home.


A Pre-Bid Meeting followed by a site visit will be held at Mountain Home’s City Hall, Council Chambers 160 South 3rd East, at 2 p.m. on Friday, March 8, 2019. Attendance by Bidders is required for consideration of Bid award.

    PROJECT INFORMATION:       DOWNTOWN MOUNTAIN HOME IMPROVEMENT PROJECT

    DATE OF ADDENDUM:           March 15, 2019

    NOTICE TO PROSPECTIVE BIDDERS:

    The above noted project has received the following questions, with answers provided hereto:

     

    1. Is a Type 2 Idaho Public Works construction license required?
      • Yes, and it is required to have been in place prior to negotiating contract.
    2. When is the deadline for submitting questions?
      • Seven (7) calendar days prior to bid submittal deadline; which Bid Submittal Deadline has been extended to March 28, 2019.
    3. Where is staging allowed?
      • The staging area is the existing gravel lot on the west side of Main Street, west of the Caboose Park. Area is identified on map in Bid Packet.
    4. Generally, what are the limits of demolition for the sidewalk on Main Street along the existing buildings?
      • The existing sidewalk is to be demolished up to the face of the existing buildings, but not into the entryways. The exception will be in cases where the existing building foundation, basement, or vault extends beyond the face of the building. In this case saw cut at the face of building; sidewalk pulls away from foundation proceed with demolition, if it does not pull away consult with City and Engineer before proceeding.  This will be noted on Final Demolition Plan set.
    5. Who will be inspecting? When do we schedule inspection?
      • ITD and City of Mountain Home will be inspecting; Engineer may inspect certain areas. More specific inspection requirements including scheduling will be noted in General Notes on final engineering plans.
    6. Who is responsible for installing minor utilities to landscape areas, irrigation for trees/landscape, sprinkler timers/controllers, electrical to landscape areas, etc.
      • The City of Mountain Home will be installing sleeves for irrigation lines and timers, conduit and electrical boxes. Reference attached Exhibit A for sketch of City’s plans.
      • Per the Mayor, the City would be open to hearing a bid from the awarded Contractor during construction to mitigate Contractor’s schedule. Otherwise Contractor will collaborate with City on scheduling install to prevent delays in construction.
    7. What is the thickness of the existing asphalt on Main Street?
      • Upon discussion with ITD it is believed to be three (3) inches in thickness, however it will be best to refer to the attached ITD Pavement Report for this specification.
    8. Has a geotechnical report been generated for the site?
      • The City elected not to complete a Geotech for this site therefore engineer recommends referring the ITD Pavement Report which may contain data pertinent to this.
    9. What type of access is required to businesses on Main Street during construction?
      • Safe access must be maintained to businesses during construction such that business will not be interrupted. If normal access to a business is to be interrupted for more than two (2) weeks, ADA access/accommodation will be required. Winning contractor is responsible for coordinating with City of Mountain Home and business owners to minimize interruptions during business hours.
    10. What are the extents of construction and demolition on phase 1 on Jackson Street? What extents should the storm drain be constructed to? Provide stationing or specify manhole on construction plans.
      • Revised construction documents indicate extents of demolition, roadway/sidewalk construction, and utility construction for phase 1. Relative to extents on Jackson Street, for Phase 1 (N. Main Street) extent will go beyond the southeast corner to end  approximately just east of Station 15+51. The remainder of improvements on Jackson will be a part of Phase 2/N. 2nd East Street.
    11. Is any work required to be done at night or during non-peak traffic times? Specifically storm drain crossing on American Legion?
      • There are no specific requirements for working at night or during non-peak hours by the City or by ITD; however the City asks that off-hour work be taken into consideration so as to minimize impact to traffic and prevent safety hazards. ITD has no restrictions relative to evening work hours.
    12. Is there a strip of existing sidewalk along the fronts of the buildings that will remain as shown on the plans in the original bid package?
      • No, the plans have been updated to show the extents of demolition and new construction up to the face of the existing buildings. See Addendum 1 revised construction plans.
    13. Have the existing entry ways and thresholds been surveyed?
      • Yes, Lidar survey was performed for the entire site. Any existing survey data required beyond what is shown on the final or revised construction plans will be provided to the contractor at City’s approval. Request for additional survey data must be made to the City, who will then provide authorization of release of data to Horrocks.  Data will be provided in AutoCAD 2018 Civil.
    14. Has alternative parking been designated for use during construction?
      • The parking on the south side of Main Street will be available during construction; additionally, the cross streets between Main Street and 2nd East have parking that can be utilized. ADA parking is available on the cross streets.
    15. Are all buildings with basements noted on plans?
      • The current plans do not indicate which buildings have existing basements. The City of Mountain Home is coordinating with building owners to confirm which buildings have basements or vaults. The final construction plans will be updated accordingly to indicate any basements that need to be considered during construction. All basements are to be “protected in place.”
    16. What work does the City plan to do themselves during construction?
      • The City of Mountain Home will be installing sleeves for irrigation lines and timers, conduit and electrical boxes. Reference attached Exhibit A to Addendum 2 for sketch of City’s plans.
      • The City plans to install trees and landscaping / bushes.
      • Per the Mayor, the City would be open to hearing a bid from the awarded Contractor during construction to mitigate Contractor’s schedule. Otherwise Contractor will collaborate with City on scheduling install to prevent delays in construction.
    17. Will the City be purchasing any of the furnishing (Light poles, etc.)?
      • The Contractor will procure and provide street furnishings to include: (12) benches - black, (7) bike racks - yellow, (6) trash receptacles - black and (see engineering plans for quantity) pedestrian street lamps - black, per attached “Appendix 4: Streetscape Selections”. The Appendix lists procurement data.
    18. Who is responsible for bringing existing water meters to grade?
      • The Contractor is responsible for bringing the water meters to grade.
    19. Who is responsible for disposal of existing light poles?
      • The City will pick up light poles from the staging area within five (5) business days after they have been removed from bases.
    20. Light poles and underground power is shown, but what is power source?
      • Power currently runs under existing sidewalk with power sources attached to rear of buildings in alley. City to clarify and data may be provided in another Addendum or will be noted on final construction plans.
    21. Are grates located at face of buildings (multiple locations) to remain in place?
      • Existing grates are to be field verified and action determined by City, Contractor and Engineer inspection.
    22. Is any work to be done on existing Railroad Park landscape on south side of Main Street?
      • The work to be performed at Railroad Park is removal of existing drive access on west side of Main Street directly across from American Legion, closing off the access with curbing to match existing, and replacing with landscape.
    23. Hardscape (pavers and sidewalk) in landscape plans do not match Civil plans in several places, what governs?
      • Landscape Plans have been updated to match civil plans, however there were several iterations. If there are any discrepancies at time of construction, civil plans govern.
    24. What to do if unsuitable soils are discovered during excavation?
      • Notify City and Engineer immediately if unsuitable soils are discovered (a note to this effect will be on final engineering plans). City will mitigate unsuitable soils promptly to avoid delays as quickly as possible.
    25. Where light poles are to be removed, should the bases be left or demolished?
      • Bases should be demolished. Construction plans will be updated for clarification.
    26. How will the existing vault in front of the tattoo parlor be dealt with?
      • The City is getting a structural stabilization plan done at this time; it will be a separate contract to shore the vault and stabilize the structure prior to street improvement construction. This will fall within this project’s timeline; the City is making every effort to ensure this does not impact contractor’s schedule but will seamlessly tie into it.
    27. Will the entrance at the Yoga Center be modified to accommodate ADA access?
      • No, there is an existing vault beneath the entrance that for structural reasons cannot be modified to accommodate an ADA entrance. This will be clarified on final plans.
    28. What are the extents of demolition/improvement in front of the Calvary Chapel parking lot?
      • The existing sidewalk shall be saw-cut and removed at the face of the existing curb. At the drive entrance, the existing asphalt is to be saw-cut and removed two (2) feet from the back of sidewalk and replaced with an asphalt patch to create clean tie-in from sidewalk to asphalt parking lot. Final construction drawings will be updated.
    29. What should be done with the existing fence along the patio between American Legion and E. 4th?
      • The fence shall be removed and re-set once sidewalk is replaced. Plans will be updated.
    30. What should be done with the existing tree in front of the residence between E 4th and E 5th on the north side of Main Street?
      • The City will be responsible for removing the tree prior to construction.
    31. How will the new sidewalk tie into the existing asphalt in front of Steve’s Auto Repair?
      • A four (4) foot saw-cut and patch to tie in new sidewalk with existing asphalt. Plans will be updated to reflect this.
    32. Who will approve Change Orders?
      • The Mayor will approve and execute all Change Orders.
